In 1938, a group of designers, led by V. M. Petliakov, constructed a twin-engine high-altitude fighter VI-100. It was adapted for flights at high altitudes, well-armed and able to fly far. The first flight taken in December 1939, and work on the VI-100 was stopped in May 1940. The Luftwaffe blows in Poland and the analysis of German machinery forced the Soviet leadership to change plans. This turned the fighter into a high-speed, well-armed high-altitude bomber, capable of fighting even single-engine fighters. The revised prototype PB-100 was completed in June 1940. Tests have shown, that high-altitude bombing is not appropriate, so the plane is recycled into a diving bomber. This is how the Pe-2 comes into being, which has been in series production since the mid-1940s.
