The rapid growth of foreign navies (especially German) in 1890 forced a review of Russia's 20-year naval construction program for 1883-1902. One of the newly emerging ships was the powerful two-tower well-armored, fast, and low-draft Coast Guard battleships. Work on the first began on June 16, 1892, the second on July 20, and the third on October 12, 1984. The “General - Admiral Apraksin” was laid on May 20, 1895, at the “New Admiralty Shipyard” in St. Petersburg. Launched on April 30, 1896. began his service in August 1899. On November 12, 1899, he sailed from Kronstadt to Libava for the winter, and at night in a strong blizzard he ran on the rocks off the southern island of Gotland, where he overwintered. Only on April 11, 1900, was it possible to pull it off its shallows and drag it to St. Petersburg for repair. During the Russo-Japanese War, the ship entered in the squadron of Rear Admiral N. Nebogatov and sailed to reinforce the 2nd Pacific Squadron. Participated in the Battle of Cusima, taken over by the Japanese and named "Okinosima". Under this name, it was used for 10 years as a training ship for the Japanese Imperial Navy, and in 1926 it was removed from the naval lists.
