The German submarine command ship, the submarine floating base aviso "Hela", entered service in the German Navy in 1940 October 16. 1940-1945 the ship was part of the Kriegsmarine as the headquarters and command ship of the submarine forces of Gros-Admiral Karl Doenitz. During this period, almost all the leaders of the Third Reich - Hitler, Göring, Himmler, Bormann and others - visited the ship. After the defeat of Nazi Germany, by the decision of the Allied Commission to the German naval unit, the ship aviso "Hela" was handed over to the Soviet Union and transferred from the port of Kiel to Swinemünde. In 1946 In January the flag of the Soviet Union Navy was hoisted on the ship and it was included in the Baltic Fleet under the name "Angara".
